Scope test should fail on empty fixture

Today a scope test will pass if the fixture is empty. We should fail it if there are no scopes.

Do we not have any tests that do this on purpose to make sure a scope doesn't appear in certain situations?

But I can see why you'd want this, as it is a cause of confusion for new contributors

Definitely a possibility, but I don't know at the moment. I guess we will find out if we add this condition.

This is sent a big deal but it is a bit annoying that if you add a scope file that isn't actually supported the test will still pass because you now have a scope file with no scopes in it.
