Approach: Flip document

I think that the approach article is maybe written a bit backwards, with actually much of the high level approach at the bottom of the page and dives in heavily to JATS/MECA at the top without first giving some context.

This can maybe just be flipped and reworked a bit. I don't think any functional changes!

I will take a stab at this shortly!
