FR: Migrate tooltips to ha-tooltip

Hack overflow but that breaks ripples. See #1061

ha-tooltip wraps wa-tooltip so we will get all wa-tooltip features :-)

Progress so far:

1. Code in <ha-tooltip>
2. Allow tooltip as state object. Makes sense as this means you don't need to template in teh main config say Turn On vs Turn Off
3. Add tooltip_placement and tooltip_delay to main config

TODO:

• Apply styles and check what works/doesn't work, CSS vars available and any breaking migration paths.

One breaking change will be that wa-tooltip does not allow specific placement other than its standard 'top' | 'top-start' | 'top-end' | 'right' | 'right-start' | 'right-end' | 'bottom' | 'bottom-start' | 'bottom-end' | 'left' | 'left-start' | 'left-end'. This will be the main breaking change where there is no migration path.

Next up to do doco and check one issue where tooltips are not firing after leaving edit mode 🤷

What about an object for tooltip instead of 2 new main config options? I don't see the PR yet, so I can't comment there. If we make it a breaking change, let's make it a bit more UX friendly.

wa-tooltip has a bug where it signals its AbortController, used with event listeners, on disconnect, but des not setup a new AbortController so when new event listeners are set up they are immediaely aborted! Now I understand this I can include a workaround ad finilise.

I will update tooltip to an object and test. Do we want backward compatability if tooltip returns a string?

UPDATE: Issue created in webawesome. I will also let Frontend devs know.
