Rotated Rectangle Shape intermittently reset when editing

Actions before raising this issue

• I searched the existing issues and did not find anything similar.

Steps to Reproduce

1. Modify rotated Rectangle Shape
2. Size intermittently resets to original position at a high frequency.
3. Repeat modification several times for the box position to set.

Unable to reproduce for non-rotated shapes.

Expected Behavior

Modify the rotated shape, and the position stays

(I can't share our exact data, and was attempting to replicate with empty boxes and remove identifying info.)

We're still seeing this issue in the latest v2.33.0 release. I did notice that where before it could take multiple tries for a reshape to take effect, now it always seems to work after a single retry. Still, the behavior is not consistent and can happen with small or larger updates to the shape.
