tutorial: fix OSM usage

The tutorial map is currently displaying an "Access Blocked" notice:

It looks like the interface/terms have changed at some point and we need to add a "Referer" to the request: https://operations.osmfoundation.org/policies/tiles/

Please go through the other things on the list while doing this.
