Refactor: move tab/window activation to bidi automation from key_press command

Currently, in order to sync webdriver classic and bidi active contexts, the keypress automation command detects and activates the top window (see: server/lib/automation/commands/key_press.ts). With Cy 15 and the migration of extension operations into bidi, this may be more appropriate to locate elsewhere.
