Current behavior

The system test is flaky, indicating there is likely an issue. For now, we are skipping this system test in Webkit. https://github.com/cypress-io/cypress/blob/develop/system-tests/test/pause_headed_exit_spec.ts

Desired behavior

The pause_headed_exit_spec system test does not flake in webkit.

Cypress continues to use WebKit 16.x, where the current version is now 18.x
