Should reload modulesettings and hwsettings from flash after boot completes

Users get confused when they boot fault and then can't easily see what modules were enabled / settings were reset / etc. Once boot is complete, we don't really refer to modulesettings, etc.. so it'd be just for the purpose of showing them in GCS properly.

Probably could. Currently these UAVOs don't reflect the runtime state of the modules if you modify them so I don't see any issues there (TaskInfo is your friend if you need real state of modules).
