Implement Salamander obfuscation algorithm as described here.

Use Cases

It would be very useful to use proxy servers that have Salamander enabled.
Also in my region as I tested Hysteria2 works very bad without Salamander.

Potential Benefits

For more full protocol support.
To optimize out local proxy that works as bridge from dae to Hysteria2+Salamander server.
To increase stability and security.
