remove build:tsc script and TypeScript pre-compilation step from devtools package, update bin entry to use tsx runtime for executing TypeScript directly, change module exports from compiled .js to source .ts files, add tsx 4.23.1 dependency, update cutting.ts script to use tsx instead of node with experimental flags, remove postbuild chmod script and tools directory references
