"Code location" vs "Project" #32457

What's the issue or suggestion?
The relationship between the concept of a “Project” (as described here) and a “Code Location” (as described here) is unclear and somewhat confusing.
What exactly is the difference between the two? Are they intended to represent the same idea, or are they distinct concepts? The documentation currently treats them as separate; neither page references the other, but they seem closely related in practice.
Some clarification in the docs would be very helpful. If the two concepts are effectively equivalent, perhaps only one term should be used. If they are distinct but related, it might help to explicitly describe how they differ and how they connect, along with some cross-links between the relevant documentation pages.
