[Feature request] Add support for double battery MEB platform

Now that the becom hardware has two functioning CAN-FD interfaces, it would be nice if it could be used for a dual-MEB setting.

One battery could be the master, using the standard HIV41 interface for precharging. The second battery would be activated when the voltages are nearly equal.
