Decoder does not properly process 'gaps'

Need to inform encoder when there are gaps in the decoding data due to a filter/mask of some type (e.g. velocity filter, ripple filter).

This information should be included in the observations table, and passed on to the Decoder, which can properly exclude the timestamps/bins and reset the initial conditions after gaps.
