Add helper function for converting existing log bucket from one nesting convention to another

Could be nice generally speaking to have everything consistent/standardized

Requires one-time write permissions on the log bucket

Should therefore utilize best practices for file safety at all levels and should have very rigorous testing

For reference, I refer to the conventions of the 'flat' log structure (all to the root, with only the filename indicating the date) vs. the 'nested' structure (per account, bucket, year, month, day, and so on)

It would be useful, but current workaround is to pre-compute and specify as the file manifest to the remote extractor

Leaving this idea around but won't actively work on it until time frees up
