No it is not.
The only way for a password reset is via an organization where this policy is enabled and enforced from the start, or users need to enroll them self afterwards.

The Account Recovery policy used to be called password reset policy.

I don't see that policy. Our Vaultwarden Instance is created with latest Release an on version v1.34.3
