Ability to Add Custom Logo

It would be nice to have an option to added custom logos if logo was not found automatically

Custom logo for what? Favicons? The icons next to entries?
You can already do that, though not very easy, but there isn't an other way either. You can place an Icon with the correct name in the icon cache folder within the data directory.

For what ? for this something like this. Have a popup come up people can upload fav icons etc llike other password managers
having to go throw hoops to had a fav icon is not really a solutions

That is a client-side item, which this project does not develop. We have a different way of handling this via the icon cache.
We are not going to hack in something in the Web-Vault for this, as that might also be confusing for other clients which then do not have that feature. And, we would need to maintain a lot then.

There seems to be a long-running feature request in the Bitwarden community. I don't think it's on the current road map so I wouldn't get my hopes up though.

The way the clients currently implement this feature (by just requesting /icons/<fqdn>/icon.png) you can only provide custom icons for everyone and not even differentiate the requests for specific users.
