Rewrite as whoson: lightweight CLI subnet auditor

- Replace Streamlit/React/Docker with argparse CLI
- Remove 2600+ node_modules files from tracking
- Remove Dockerfile, docker-compose, bolt scaffolding
- Add PNG/JPEG/SVG export via Pillow
- Add GitHub Actions CI + PyPI publish workflows
- Package name: whoson, CLI command: whoson
- 2 runtime deps: python-nmap, Pillow
- 61 tests
