"Send a message" option available when messaging is disabled site wide

The option to "Send a message" is always displayed in attendance activities even when the messaging is disabled site wide :

And when users try to use it, they access the message form and upon submission they get the following errors :

thanks for the PR - we should proabably move the attendance messaging off the "instantmessage" type and have an attendance notification setting that allows the site admin to configure how that message is sent.

If you have internal development capabilities, feel free to submit a PR to improve this.
