picotool web app

Some PICO-8 devs don't want to mess with command line tools. picotool is probably not useful for such devs, but it wouldn't be difficult to set up a web app that calls picotool behind the scenes (within limits). Consider setting up a web app that takes cart uploads or copy-pasted Lua code and performs requested operations, especially minification.
