Configuration quickstart for C# does not always unsubscribe

Expected Behavior

Configuration quickstart for C# shows the unsubscribe message:
== APP == App unsubscribed from config changes

Actual Behavior

Steps to Reproduce the Problem

Run the quickstart for configuration multiple times

@paulyuk This issue is resolved now right? I don't see more failures in quickstart in configuration: https://github.com/dapr/quickstarts/actions/workflows/validate_csharp_quicstarts.yaml
