breaking check is broken in workspaces

It seems we're trying to run the breaking change check on the pub workspace, which is not a package:

Error: Exception: Package not available (could not find package dart_lang_native_workspace at https://pub.dev)./

Most likely caused by:

Sounds reasonable. I would either ignore the package or add a publish_to: none - which is a good idea for workspaces anyhow. I can file a PR next week.

Shouldn't we exclude workspaces from breaking change checks? (Workspaces shouldn't have a Dart API. Workspaces aren't packages? Or can they be, @sigurdm?)

They can be! This is why I removed them from being excluded. I think it should be best practice to add publish_to: none to pubspecs only used as workspaces, as they shouldn't be published - but also interested in @sigurdm s opinion here.
