Set default timeout on Dask Workers?

We commonly provide the keyword --death-timeout 60s when starting workers to ensure that they don't stick around needlessly if their scheduler goes away.

Should we make this the default?

This might be a surprising policy change for some, but I doubt for many.

My preference would be yes. In many cases we rely on other scheduling systems to restart workers anyway.

Setting --death-timeout 0 will disable it so we should make sure that is clearly documented for those who are surprised by the change.
