[BUG] Maintenance window doesn't start correctly

Describe the bug

With 2.7.0-rc , the maintenance window doesn't start as expected.
The ECS schedule for ECS tasks is not turned off for all the tasks

Also, after setting data.all into maintenance mode and refreshing the page, the page doesn't load up

In background, on the browsers developer tools -> Network, the polling request to check maintenance window are still running

How to Reproduce

1. Deploy 2.7.0
2. After its deployed, start the maintenance mode and check the ECS task schedule and try refreshing the page

Fix for scheduled ECS tasks,

All the ECS scheduled tasks are not turned off since the boto3 calls of get_parameters_for_path returns only a subset of rules and provides a next_token to fetch the others. Using paginator to fix this

Fix infinite loading UI :

In the useEffect hook the fetching of the enums take time and then maintenance window is trying to load at the same time.
This results in empty array [] in the maintenanceModes state.

This can be resolved by using another useEffect with maintenanceModes as a dependency. Raising PR to fix this soon
