Add initial QC for processing files from GEO

Add simple quality control for files from GEO, where pipeline won't download whole file, but only part of it, and then check if regions have min region width.
e.g https://pephub.databio.org/bedbase/gse217627?tag=samples - this Project had bed files with region width = 0 . where actual data is methylation data
