Add ErrorDetails and corresponding parsing logic. (#8)

## What changes are proposed in this pull request?

This PR adds the `ErrorDetails` type and sub-types to represent
structured details for Databricks errors. The code is essentially a copy
paste of the same functionality from the Go SDK Beta repository.

## How is this tested?

Unit tests.
