command "build/sbt .." failed with unresolved dependency

I've installed sbt-0.13.18 in my environment. I trigger "build/sbt .." and meet the following errors:

May I know why this is closed? I got the same errors when running "sbt +package" with scala 2.12
Is this issue resovled?
