[FEATURE]: Add managed location entry to `create-federated-catalog` CLI Command

### Problem statement

When create an HMS fed catalog we need to allow the user to select a managed location.
The managed location is used to store uniform metadata.

### Proposed Solution

Add an input in the CLI to specify the managed location.
