In the publisher drop-down, we need to mark publishers that are closed. e.g. "Defence Support Group (Closed)".

A good number of publishers are now closed. We record that in the publisher data e.g. https://data.gov.uk/api/action/organization_show?id=defence-support-group has closed=True
