Add CI test

To help us upgrade cryptography above 3.3 we need to test on the following platforms:

• MacOS
• Windows
• Debian based Linux

Specifically regarding the tests, we should try pip installing (cryptography, flask, and appdirs) and verify that:

• cryptography dependency uses a .whl
• CFFI dependency uses a .whl
