When you remove a reviewer and you have double screening active, a whole bunch of citations end up in conflict and cannot be resolved.

This has not occurred that often but is an issue if a review team has to do this or a review team member goes rogue and does not follow the criteria and someone else needs to go in and remove their decisions. The fix right now is to remove screening decisions on the backend (requires colandr team assistance)
