Transfer Manager module from Orthoevolution

The manager module consists of the below submodules and python files based on the db_mana_update branch.

• airflow
• biosql
• config
• data_management.py
• database_management.py
• database_dispatcher.py
• management.py
• webster.py

We need to decide what can be kept here or discarded.

I think airflow is the only discardable thing. Perhaps config stuff can stay in OrthoEvol?
