Streaming tenant import bug, duplicate tenants

When importing a streaming tenant there is a bug where if there are two tenants with the same name it's unpredictable which tenant will be imported.  The streaming API currently has an endpoint to list tenants by organization ID and tenant name, but this doesn't distinguish between two tenants with the same name but in different clusters.
