Compute datumctl plugin

Create a CLI plugin for the compute service that can be used to deploy applications and diagnose issues.

Acceptance Criteria

• Users can install a compute CLI plugin for datumctl
• Users without compute enabled in their project will be asked to activate compute in their project
• Users can easily deploy applications with the compute service
• Documentation exists on how users can use the datumctl plugin to deploy and manage workloads

A POC of the compute plugin was created in #113. We need to finalize the implementation and configure the compute repo to automatically publish catalog changes to the datum-cloud/datumctl-plugins repo.
