TODO's are highlighted automatically too often

It makes sense that when you click on a row in the TODO window in DrRacket that the corresponding text in the definitions window is highlighted.

However, DrRacket also automatically highlights TODOs any time the cursor touches them, which is very disorienting when trying to navigate around the definitions window via the keyboard.
