### Description

The Maui Community Toolkit provides a Semantic Order View but it currently only modifies the accessibility tree on MAC

We should make a PR to the MCT so that it can also effect the responder chain for scenarios where you are just enabling keyboard navigation vs voice over or we should look at just create a container here for now.
