Add test coverage reporting

It would be nice to incorporate some coverage metrics and reporting into the build pipeline

Implement coverage generation github action workflow using Jest coverage

Describe alternatives you've considered
A third party tool might be better, faster or more efficient than Jest?

Additional context
In the future new code could fail the pipeline if it lowers coverage
