Paper 12 v0.2: Complete rewrite as probe paper, not confirmation

Genre change: "First Observational Contact: Testing the Cascade Clock"
not "Cascade Clock Signatures." The paper is a probe of universality.

Key changes:
- Oscillation falsification is Result #1 in the body, not buried in S7
- Phi-slope tautology DELETED (was labeled [A], had zero content)
- Halo virial comparison REMOVED (strawman)
- Degeneracy warning stated UP FRONT (S1.3)
- Fe/Mg and ionization demoted to [C] with conventional explanations
- Section 8 (NS/DM/topology) CUT — different paper
- "What would discriminate" added as climax (S7): extrapolation,
  cross-observable shared normalization, crossover energy prediction
- Classification honest: mostly [C], one falsified [A]
- Effective-DOF noted (correlations over 7-19 bins, not 443K points)

Follows advice to hold paper to the PACSeries state-of-series standard.
The failure IS the most informative content. Leading with it is stronger.
