State of the PACSeries: overview paper rebuilt around derivation classification

Restructured from flat precision table to tiered A/B/C classification:
- §2: Six structural results (Type A) lead the argument — Lorentz from ADE,
  Minkowski from Killing form, D_4 uniqueness theorem, Bell topology-dependence,
  cascade clock slope, ln(phi) from PAC
- §3: Tiered precision table with explicit derivation types for every entry
- §4: Failures front and center including methodological self-critique
- Honest corrections: t1 is NOT independent anchor, gamma NOT derived from PAC,
  cascade clock intercept IS fitted, "derive" vs "identify" addressed head-on
