BIDS dataset manipulation helper commands

- `remove run X data` (or mark as incomplete, `dup`) -- should then rename data for all subsequent runs to account that this run was removed.  useful if `run+` etc annotation was used, thus we could not detect canceled runs
- `move subject X data into session Y` -- if scanning was multisession study but no session was encoded/provided during conversion
