Detect when session is stuck in startup and show warning

Sometimes a session can crash and get stuck during startup. When this happen, the user will see the "Session is Starting up" screen forever. The screen should detect when the session hasn't been ready in a while, and display a warning telling users it may make sense to restart their session.
