[CT-2673] Allow labels to swap to triage even if the issue is closed #106
Description
We use swap-labels.yml in core and all exapters (example)
It's been reported that in dbt-core we are still swapping labels on closed issues but on dbt-redshift we are not. The preferable outcome is we swap labels on issues, even if they are closed.
For this issue, confirm the behavior differs and figure out why. Make it consistent.
