[CT-2300] Centralize triage label handeling

There were issues implementing a centralized action for swapping issue labels for the triage process. This needs to be revisited so we can get off a random action and use a simple internal action. There were permission issues that were not resolved so the changes were reverted.

This task is to re-implement a central workflow and then use it in all repos that we maintain with community input to ensure we track all conversations.
