Add tripleaceme/dbt-doc-tracker to hub.json (#405)

dbt-doc-tracker is a dbt package that detects and records documentation
changes across dbt projects. It stores only diffs (added/modified/removed)
in a single lightweight table, enabling teams to track documentation
quality over time with minimal warehouse cost.
