Can you make this work with a previously backed up com.google.android.apps.authenticator2.data file?

I have the file previously backed up through smart-switch, but no recover codes assuming a backup is a BACKUP.
I'd rather not root my note9 if I can get away with it?

Can you make a walkthrough of how to get the data file located on a pc into useable qr codes?
