Support for creating new multi-lingual pages from GUI?

We are currently looking to move off our in-house CMS, to something offering more modern features. Four years ago we had tried Hugo with Netlify, but ended up going back to our in-house CMS because of weak multi-lingual support. The issue there was that content editors could not create new multi-lingual pages, even if they could edit them. This meant the devs needs to get involved in creating new pages, which was less that ideal.

Can anyone tell me whether DecapCMS allows content editors to create pages in different languages?
