The DID Core spec allows a DID Controller to add a proof to the DID Doc. When they do that, the implicit services that did:webvh resolution inserts into the DIDDoc are problematic. Add a line in the spec to say that when a proof is added, the DID Controller MUST include the two implicit services that did:webvh adds.
Similarly -- should we consider a did:webvh resolver checking for a "proof" in the DID Doc and NOT inserting the implicit services into the DIDDoc?
