Trusted AI Agents WG – Use Case → Issue → Work Item Relationship

1. Purpose

This document defines how use cases translate into issues and, ultimately, into Work Items within the Trusted AI Agents Working Group (TAA-WG).

It ensures that every Work Item traces back to a real-world problem articulated in an accepted use case — creating a continuous thread from discovery to delivery.

2. Core Principle

Every accepted use case represents a set of queriable issues,
and each cluster of related issues evolves into a Work Item.

This model provides:

• Transparency — clear lineage from concept → discussion → deliverable.
• Scalability — allows the WG to grow organically as new issue clusters emerge.
• Accountability — every Work Item must justify its existence via at least one accepted use case.

Example Flow

1. Use Case: : Agent-to-Agent Authorization Chain
2. Derived Issues:
   • How are delegated credentials represented?
   • What conditions define agent authority?
   • How can audit evidence be recorded across chains?
3. Clustered → Work Item: : Delegation and Authority Model Specification becomes a new Work Item proposal.
4. Deliverable: : A draft specification or governance document linked back to the originating use case.

4. Governance Relationship

5. Issue Structure

Each issue derived from a use case must include:

Field	Description
Title	Clear problem or question statement
Linked Use Case ID	e.g., UC-004
Description	Background and context derived from the use case
Tags	Domain, priority, and dependency indicators
Potential Work Item	If applicable, note how this might evolve
Dependencies	Other issues or work items that must be resolved first
Status	open, in-discussion, linked-to-work-item, resolved

Issues are created in the WG GitHub repository, tagged with both:

• use-case:<id>
• domain-specific tags (e.g., governance, delegation, interop)

6. From Issues to Work Items

When a group of related issues forms a coherent body of work:

1. Identification:
   The Editor or WG members flag the cluster using a label such as candidate-work-item.

2. Synthesis:
   Chairs and contributors draft a Work Item Proposal summarizing:

   • motivating use case(s),
   • scope and deliverables,
   • editor(s) and contributors,
   • expected outcomes.

3. Review & Consensus:
   The proposal follows DIF’s standard Work Item approval process (Call for Consensus, then TSC review).

4. Lifecycle Linkage:
   The Work Item metadata must include:

   • linked use case IDs,
   • linked issues (by number or query),
   • downstream deliverables once complete.

7. Deliverables & Traceability

Deliverables (e.g., specifications, whitepapers, reference implementations) must explicitly include:

• A “Use Case Origin” section referencing one or more accepted use cases.
• A “Resolved Issues” section listing GitHub issue numbers addressed by that deliverable.
• Tags and metadata consistent with the WG registry.

This creates a two-way traceability chain:

8. Summary
