[BUG] Scratch options are not scrollable

The scratch options panel is not scrollable when opening a scratch every time. After reloading the page, it is scrollable.

To Reproduce
Steps to reproduce the behavior:
It doesn't seem to be 100% consistent. I have had it happen more when creating scratches than opening scratches recently.
Testing it again and it seems that on a new tab of decomp.me, the scratch options panel isn't scrollable on any scratch until a scratch has been reloaded.

Expected behavior
The scratch options panel should always be scrollable.

Do you have any errors in the browsers developer console that might give some insight?

I do not see any when going todecomp.me from another site and then a scratch.

I am seeing this in the console when entering the site when the options panel is not scrollable but it also seems to appear when reloading the scratch?
