Label pairs issue Dedupe

When i try to do the restrict the label pairs in the code level i am unable to achieve that. for example if i have 65 records then i am unable to restrict the label pairs as the 20 or 30. Its like giving to many label pairs. is there any way we can control label pairs in the code level?
