TableHandle method `By` to `GroupBy` in C++ Client

During a code review for the C++ level of the R client, @chipkent noted that we might consider changing the `client.h` TableHandle method `By` to `GroupBy` in the C++ client, to conform to the API of the other clients. I'm making a ticket so that we have a record of the request.
